ZHL Consulting is dedicated to helping schools in South West China to increase their capacity to identify and support all students toward academic success. The goal of our data-driven programs, partners and dedicated staff is to provide schools with an evidence-based, holistic, school-specific approach to student support through our partner assessments, consultation services and after school programs,.

BIOGRAPHY
Mr. Noel Roberts is the CEO of (Zhuo Hang Ling Rui Business Consulting (Chengdu) Co., Ltd.), providing Psycho-Educational Services, Student Support Systems Development, and Mental Health Literacy Training to schools and universities in Chengdu and South West China.
Mr. Roberts came to Chengdu as a founding Assistant Principal of Beanstalk International Bilingual School (BIBS). He served up until July 31st 2020 as the Head of Student Support Department and Service and Action Coordinator for the IB Middle Years Program.
Noel is from Tampa Florida, USA, and this is his fourteenth year in China. He has completed his undergraduate studies in Community Psychology, and graduate studies in Social Work. Noel has a Certificate in Addiction Studies from Harvard Medical School, a Certificate in Special Needs Support from the College of Teachers in London, and an International TESOL Certificate. He is also an active member of the American School Counselors Association.
Noel has over 35 years in education as a school mental health counselor. He has worked in New York City (NYC) Public Schools, and provided Direct Service and Substance Abuse Counseling in their auxiliary services division. Noel has done Non-Profit Program Development, Writing and Managing grants for The NYC Administration for Children’s Services, NYC Family Court, NYC Department of Juvenile Justice, and the NYC Mayor’s Office. Noel’s hobbies are cooking, swimming and traveling with his wife Josie who is an Early Childhood Educator for over twenty years.

Stacey Bex, M.Ed., Ed.S., NCS
BIOGRAPHY
Stacey is a Nationally Certified School Psychologist with more than 10 years of experience working with students, educators, and families to increase student success. Stacey earned her Bachelor of Science degree from St. Mary-of-the-Woods College. She earned both her Master of Education and Education Specialist degrees from Indiana State University.
Stacey worked as a School Psychologist in school districts in Georgia and Indiana before opening her own practice, Ambition Education and Behavior. Stacey currently works with schools, students, and families across the United States.
While working with students of all backgrounds, Stacey specializes in Autism, Behavior and Social/Emotional Learning. Stacey currently provides psycho-educational assessment, parent/teacher training, behavior analysis, as well as academic and behavior intervention planning and support.

MS. KAREN O'REILLY
Mrs. O’Reilly has worked with children in education and in child and adolescent mental health for over 30 years in the U.K. The primary duty in her previous role was conducting home and school observations to assess children for ADHD and ASD.
Karen offered 1-1 sessions with children who were suffering from anxiety, depression, anger issues, low self-confidence, school refusers and children who were self-harming and suicidal.
Karen co-facilitated groups for children that dealt with self-confidence issues, anxiety, and anger problems as well as co-facilitating parental groups on attachment.
She was part of a panel of professionals advising teachers, parents and social workers on treatments for children with problems and helped advise which course of action would be best to take for their situation.
Karen has a vocational diploma in health and social care alongside Newcastle University. She has lived in Sichuan since 2019. 1
